Job Summary
The role is to perform the procurement functions for the Organization and work with other Procurement Professionals infacilitating the sourcing, competitive bid and negotiation process in accordance with the Organizations Procurement Policies and Procedures.
Principal Duties:
·Develop and issue Request for Proposals (RFP), manage the competitive bidprocess, and draft contracts
·Prepare and analyze bid evaluations, considering total cost of ownership (TCO) to the Organization, quality of product/service, commercial risk, selection of suppliers, added value, documentation, tax structure, insurance and legal compliance.
·Assist in the creation and evaluation of multi-year, large dollar, service contracts. Draft commercial service agreements for review by the Legal Department and Management
·Seek cost reduction and other strategic benefits that can be generated by professional procurement tactics, such as comprehensive pre-negotiation data collection and analysis
·Manage supplier/contractor base, pre-qualify and evaluate new supplier sources for potential approval
·Provide services to support the various Property Managers/Supervisors
·Understand the workings of the existing Purchasing and Accounting systems
·Assist, as necessary, in resolving supplier payment and performance problems, insurance issues and customer satisfaction problems
·Assist with special projects and other duties as assigned by the Chief Procurement Officer and ownership
·Effectively communicate and interact with internal clients in a meaningful, positive fashion
Skills:
·Bachelor’s Degree in supply chain, business, accounting, finance, public administration or related field or equivalent experience with minimum 4-7 years’ qualifying experience in the field of real estate procurement (residential preferred)
·Must have analytical and problem solving abilities with attention to detail, superior verbal and written communications skills, organizational and interpersonal skills
·Must have excellent computer skills in MS Office: Excel, Word, Access and PowerPoint.
·Knowledge of service agreements, contracts, contract law, contract drafting, pricing analysis, and vendor performance metrics
·Knowledge of procurement strategies, tactics, processes, procedures, and systems.
·Good working knowledge of large commercial procurement systems and practices (i.e. Ariba, Emptoris, etc.)
